ハーバードの社会人大学院（Harvard University Extension School）でテクニカルライティングとマネジメントのコースを取っていたときに、最初の授業で教官にいわれることは、レポート作成においてPlagiarism (盗作）は許されないということでした。ハーバードのポリシーをここに引用しますが、”いかなる理由であれ、レポートを盗作したものは通常は退学に処する”（下線部）とあります。

Preparation of Papers and Other Work: Plagiarism and Collaboration

All homework assignments, projects, lab reports, papers and examinations submitted to a course are expected to be the student's own work. Students should always take great care to distinguish their own ideas and knowledge from information derived from sources. The term "sources" includes not only published primary and secondary material, but also information and opinions gained directly from other people.

The responsibility for learning the proper forms of citation lies with the individual student. Quotations must be placed properly within quotation marks and must be cited fully. In addition, all paraphrased material must be acknowledged completely. Whenever ideas or facts are derived from a student's reading and research or from a student's own writings, the sources must be indicated......（中略）

Students who, for whatever reason, submit work either not their own or without clear attribution to its sources will be subject to disciplinary action, and ordinarily required to withdraw from the College.

盗作の問題は学問の根幹に関わることですが、大学で教えるべきことはたった２つです。

１）（倫理面）学問ではオリジナリティーに価値があり、盗作は学問に対する冒涜であり、学生のレポートにおいても許されることではない。

２）（技術面）しかし、自分のオリジナルな仕事は、先人の数多くの仕事のうえに築かれるものであるので、先人の仕事を正しく評価し、正当に引用する方法（ルール）を身につけねばならない。

このエントリーは５号館のつぶやきさんの「ネット時代のコピペ・レポート・リテラシー」で、コピペでレポートを作成する大学生を問題視しつつも

　結論：　コピペそのものではなく、学生のレポートを正しく評価できないシステムが悪い。

と、ずいぶんと控えめな表現をされていることに、端を発しています。大学で教える”コピペ・レポート・リテラシー”が倫理と技術の両面をカバーしたものであってほしいと願います。
